Title: Experience of early childhood intervention in Ukraine: Possibilities of intersectoral cooperation and internationally recognized practices during the war

Background: Ukraine’s ECI system has been developing since the early 2000s, with significant progress achieved through long-term international cooperation, particularly with the Dutch organization SOFT tulip.
Service Model: A transdisciplinary, family-centered ECI approach built on partnership with parents and everyday life contexts.
Holistic Approach: Integration of medical, social, and environmental factors to support children’s overall development and family well-being.
Key Challenge: Limited intersectoral cooperation between early detection, medical care, rehabilitation, and social services continues to affect timely referrals.

👩⚕️ About the Speakers

Eric Bloemkolk, MSc is a social scientist and international Early Childhood Intervention development specialist. He served as Director of the SOFT tulip Foundation for 17 years and played a key role in Ukraine’s deinstitutionalization strategy, placing nationwide ECI development at its core. He currently works as Project Leader at Healthcare4Ukraine and ECI Project Leader at SOFT tulip.
